The issue

This error indicates that a previous attempted operation has not completed.

Cause

This error  occurs if a second command has been run before Veritas Volume Replicator (VVR) has completed running the first one. VVR rejects the second command to prevent the VVR objects from operating in inconsistent states.

Solution

Retry the command after the first operation has completed

Recommendation

When using the Command Line Interface (CLI), wait for a few seconds after the first operation appears to have completed before issuing the next command
