This message appears when there is an attempt to start or stop  the fencing module while a reconfiguration is in progress. The reconfiguration can be caused by a network partition or by a node leaving the cluster.

Retry the vxfenconfig command after some time. If the vxfen init scripts are being used, the retries are done automatically.
