The message is displayed when you online/offline/switch a service group and the target node mentioned is in a frozen state. The same error also occurs when you online/offline a resource on a frozen system—the system can be either frozen temporarily or Persistent.

Either unfreeze the group with the hasys –unfreeze [-persistent] <sys> command or select some unfrozen system to online the resource/group.
