Make sure that you want to invoke a command for a system that is not in the RUNNING state. If the system starts and has not completely joined the cluster, that is, it is in the LOCAL_BUILD or REMOTE_BUILD state. Wait until the system is in the RUNNING state before you invoke the command.

If the system is going down, you cannot run a command for it.

If system is faulted, find out why. Determine if it is a transient fault or permanent fault and resolve the issue accordingly.
