Description:

This message appears when the command to bring the resource online is rejected.

VCS can online the resource only if it knows the initial state of the resource. This happens as part of the first monitoring of the resource when VCS starts. For various reasons, the resource may not be probed by the time you issue the hares -online  command.

Wait until the agent probes the resource before you enter the command to bring the resource online. Check the agent and engine logs to find any issues reported by the monitor.
