Group %s will not start automatically on System %s as the system is in restart mode.
Description:

If the VCS process goes down for some reason, it is restarted by
the hashadow process. In this situation, VCS does not attempt automatic restart
of any service groups, even if AutoStartList is populated and
AutoStart is set to 1.

This behavior prevents service groups from coming online automatically due to
events such as GAB killing the VCS process because of high load, or the VCS process
getting killed to rectify unexpected error conditions.

You can manually start the group using the hagrp -online command.
Make sure that the failover group is not online somewhere else; VCS will not
online a failover group if it's online elsewhere.
