Description:

A Veritas Cluster Server (VCS) attribute whose value applies to all systems is global in scope. A VCS attribute whose value applies on a per system basis is local in scope. This message is displayed when you modify an attribute with global scope on per system basis with the –sys option.

The attribute you are trying to modify has a global scope. Hence, you must retry the command without the –sys option. The modification will apply to all systems in the cluster.
