The Veritas Cluster Server (VCS) HAD daemon usually does not accept user commands until it completes the CURRENT_DISCOVER_WAIT state. (HAD does accept a few special commands.)

This message displays when HAD is waiting for input from hacf to confirm if the configuration is valid. The message is encoded in the number displayed.

Wait for a while. After VCS gets into the LOCAL_BUILD or REMOTE_BUILD state, it starts accepting commands.
