Cannot ioctl(IOCTL_LLT_GETPARAM/LP_MAXLINKS) (Windows Error Code = %s)
Description:

VCS engine (HAD) logs this error when it is unable to get the number of private
links that is available for heartbeats. The underlying LLT service is either not
configured properly or is unable to run.

If VCS logs this error message and if the VCS engine is running normally, then
it indicates a transient issue and no action may be required. If VCS reports
this error repeatedly, then network connectivity issues might prevent llt
service from running normally. Windows error code that is logged as part of this
message may also provide more details.

Workaround:
 

  • Verify that the llt service is running on the system where this message is logged. Run the Service control manager command:
    sc queryex llt
  • Verify that the llt service is properly configured on the system where this message is logged. Run this command:
    lltstat -l
  • Verify that there are no firewall or network configuration issues.
