This behavior may be caused if the value specified in the "Prerequisites" attribute of the service group exceeds the value of the "Limits" attribute for the server. These values can be modified from the "Attributes View" of the service group (Figure 1) and the server itself (Figure 2).

If these attributes have been set correctly, this issue can be resolved by performing the following steps:

1. Save and close the cluster configuration by typing the following command:

haconf -dump -makero


2. Stop the cluster engine (Had.exe) on all nodes at this site by typing the following command:

hastop -all -force

Note: Using the "-force" switch stops the cluster engine without stopping the resources that are being clustered.


3. Using the Windows Task Manager, terminate any remaining VCSAgdriver.exe processes on each node

4. Start the cluster engine on all of the cluster nodes by running the following command:

hastart -all
