Description:

Veritas Cluster Server (VCS) ensures that multi-cluster service group (also known as global service group) operations are conducted serially to avoid timing problems and to ensure smooth performance. The Authority attribute prevents a service group from coming online in multiple clusters at the same time. This error message is displayed when you try to online a resource and yet the local cluster does not have the authority for the service group to which the resource belongs.
