This issue typically stems from the actual Cluster IP Address not being assigned properly to one of the global sites.
The following steps should resolve the issue:

1) Expand the Cluster Service service group
2) Expand the IP type and highlight the resource itself
3) Make note of the IP address listed here
4) Highlight the Cluster itself (the very top entry in the left hand window pane of the Cluster Java GUI)
5) Go to the Properties Tab
6) Edit the IP Attribute here and enter the IP Address from the Cluster Service

This should allow for the Add / Delete Remote Cluster option to communicate properly and recognize the available remote cluster.

****NOTE::: Ensure that heartbeat links on all nodes are working properly, as this may contribute to numerous communication issues between nodes.
