When you offline an Application resource, the StopProgram configured in this resource is executed to stop the application. This message is displayed when the execution of the StopProgram returns a non-zero value.

After Veritas Cluster Server (VCS) completes the offline operation of a resource, VCS invokes the monitor of the Application resource to see if the resource is actually offline.

If the monitor detects that the application is actually offline, then this error can be ignored. In response to this case, the severity for this message was changed from ERROR to INFORMATION in VCS 51SP1 RP4 and VCS 6.0.5 onwards releases (inclusive of these releases).  So, if you want to avoid this “error” message, you can upgrade to VCS 51SP1 RP4 or VCS 6.0.5 onwards releases.

If the monitor does not see the resource offline, then it means that the StopProgram has failed in its execution. In this case, you need to look into the StopProgram script to identify the issue.
