Check if the vxsvc process is already running, if not remove the lock file at var/vx/isis/vxisis.lock and restart vxsvc.

Verify with the command ps.

If no other instance is running, remove the files:
     
      # rm  /var/vx/isis/vxisis.lock
      # rm  /var/vx/isis/alertlog/alert.log
