SFW cannot write a signature to the disk. There are a few reasons for this:
1. There is a lock, open handles or reservation on the disk.
2. It is a member of a dynamic diskgroup
3. There is something wrong in the environment with how this disk is presented to the server.
To resolve this issue:
1. Make sure there is no open handles on the disk or locks on the disks like another server has exclusive rights to the disk.
2. Ensure it is not a member of a dynamic diskgroup already
3. Ensure that zoning is correct and perhaps go down to a single path to simplify the environment.
