A typical SAP Web AS configuration in a VCS cluster has the following characteristics:

VCS is installed and configured in a two-node cluster.
The sapmnt directory is installed on shared storage and mounted on all the nodes in the cluster via Network File System (NFS) or Cluster File System (CFS).
The SAP WebAS instance binaries are installed locally on both nodes or on shared disks.
The Veritas agent for SAP WebAS is installed on the both nodes.
