Consider the following items before configuring VCS resources and service groups on Windows Server systems:
User Access Control (UAC)
If UAC is enabled, run the program or commands in the "Run as administrator" mode even if the logged-on user belongs to the local administrators group. Alternatively, log on as an Administrator (default administrator account) to perform the tasks.

Windows Firewall
If you have configured the Windows firewall, ensure that the firewall settings allow access to the services and ports used by SFW HA.
Refer to the Symantec Storage Foundation Installation and Upgrade Guide for a detailed list of SFW HA services and ports used.
Windows Server Core
If you want to configure VCS resources and service groups on Windows Server Core systems, you must manually add the required resources and configure the service groups. You can perform the steps either directly on the Windows Server Core system using the command line, or remotely using the Cluster Manager (Java console).
