fsckpt_fclose - close a Storage Checkpointed file

fsckpt_fclose() frees up all resources and cleans up any state associated with the file specified by the fsck_fopen() call. After this call the filehandle cannot be used.
fsckpt_fclose() returns zero on success, non-zero on failure.
EINVAL The function is being used incorrectly, or the arguments to the function could not be validated. This may occur when an application tries to use an fshandle that was not created by the same process. EFAULT One or more of the specified pointer arguments points to an illegal address.
