Groups Listing tables, which list service groups for the enterprise, sites, and clusters, might appear blank if the clusters are in the synchronizing state. This is the state in which the console receives updates through snapshots. If the snapshot is not yet over, it is possible that the console has the state-wise totals for the filter panel, but not enough information to populate the table.
